Holders Spain lost their grip on their UEFA Women’s U-17 crown after a 3-1 semi-finals defeat to the Netherlands in Bulgaria.
Lotje de Keijzer gave the Dutch the lead just before the break and Iris Stiekema volleyed in their second on the hour mark.
Nokia Tromp made it 3-0 with a clinical finish via the post, before Silvia Lloris pulled one back from outside of the box but it was merely a consolation goal.
It will be a first ever final at this level for the Netherlands but it will be the first time since 2013 that the Spanish have not reached the decider.
Germany will be the side that faces the Dutch for the title, after they saw off Portugal 2-0 to make the final for the fourth year running.
Sophie Weidauer opened the scoring in 25 minutes and Carlotta Wamser added the second, soon after the interval.
