Scotland were unable to get the victory they needed to take second spot in their UEFA U-19 Championship from opponents Turkey, with whom they drew 0-0 on Tuesday.
Hosts Hungary won the group with three straight wins, the last of which was a 5-0 defeat of Armenia.
Scotland are now dependent on taking one of the four places in the Elite Round reserved for the third-placed teams with the best record against the top two in their section*.
