Spurs had a good chance 12 mintes in, as Wendy Martin found Bianca Baptiste and her dipping shot was well saved by Alesha McGlynn.
At the other end, Laura Williams’ cross would have reached Hope Souminen at the far post but for the crucial interception of Toni-Anne Wayne.
Baptiste gave Spurs the lead on the half-hour, tapping home after Leah Rawle lobbed the keeper.
Williams saw her free-kick tipped away by Wayne and Hannah Mills then cleared off Cardiff’s line to deny Baptiste a second.
Cardiff equalised in first-half stoppage-time when Kelly Isaac picked out Hope Souminen aher her dipping effort dropped into the net.
Into the last 20 minutes and Laura Williams’ through-ball led to a chance for Alys Hinchcliffe but Wayme made the save.
Three minutes into the extra half-hour, Martin had the ball in the City net but it was ruled out for offside.
Cardiff lost keeper McGlynn at the end of the first period of extra-time and Hannah Mills took over between the posts but City were reduced to ten players, having used all their subs.
The telling moment came with penalties lurking, Maya Vio getting a touch at the far post to with the cup for Tottenham and send Cardiff to their second final defeat in the last three seasons.
