Formerly with Watford and Barnet, Williams helped Reading to third place in WSL 2 in 2014 before joining London Bees in the same division last year.
“Cheryl brings bags of experience to the club,” said Spurs manager Karen Hills.
“She’s very talented, has a great left foot, a good eye for goal and she will bring that level of composure and quality to our forward play.
“She also brings an understanding of the game that will prove invaluable.”
Cheryl was set to make her debut in the friendly against Gillingham on Sunday but this has been postponed.
Meanwhile, Avilla Bergin has left for Charlton Athletic and twins Mollie and Rosie Kmita are taking a year out of football to concentrate on their studies.
