Sixteen lower-ranked nations compete in this first stage, which sees Kosovo play their first competitive women’s game, having been grouped with Greece, Albania and Malta, while Andorra make their debut in this competition and will have Israel, Moldova and Lithuania as their opponents.

Group 1: Kazakhstan, Estonia, Georgia, Latvia
Group 2: Greece, Albania, Malta, Kosovo
Group 3: Israel, Moldova, Lithuania, Andorra
Group 4: Turkey, Faroe Islands, Montenegro, Luxembourg
Albania, the Faroe Islands, Georgia and Lithuania will host their group’s mini-tournament, which will be played on 6, 8 and 11 April.
The section winners and the runner-up with the best record against the sides first and third in their section then progress to the qualifying group stage draw on 25th April, alongside the 30 top-ranked entrants.
