Hungary beat mini-tournament hosts Serbia 1-0 in the day’s other game to be joint leaders of the table with the Irish. Fifteen-year old Sára Pusztai scored for the Hungarians with only 3 minutes left.
Ireland created twice the number off opportunities as did the Scots but found the target hard to hit in comparison.
Carla McManus, Isibeal Carolan, Heather Payne, Alannah McEvoy, Tiegan Ruddy and Megan Mackey all went close for Ireland, while at the other end goalkeeper Erica Turner was forced into a couple of fine saves.
Carla McManus rattled the Scotland woodwork on 52 minutes but neither side could break the deadlock.
Ireland will win the group if they beat Hungary on Saturday 18th March (kick-off 1pm UK time), while Scotland will be hoping that game is drawn and they beat Serbia, to see three teams finish on five points each.
Only the winners are guaranteed a place in the finals, with one place reserved for the best runner-up across all six groups.
