María Blanco had the best chance for last year’s winners Spain but fired straight at keeper Leonie Doege.
Doege did much for Germany’s victory with penalty saves from Lucía Rodríguez and Lorena Navarro, while Candela Andújar hit the post for Spain.
Minge and Giulia Gwinn converted before Caroline Siems smashed home the decisive kick into roof of net, as Germany secured their fifth U-17 EURO title in front of a tournament record crowd of 10,200.
Germany, Spain and 3rd-place play-off winners England qualify for the 2016 FIFA U-17 World Cup in Jordan, alongside the host nation, Cameroon, Ghana, Nigeria, Japan, North Korea, Canada, Mexico, USA, New Zealand, Brazil, Paraguay and Venezuela.
The tournament runs from September 30th to October 21st and the draw will be made on May 30th.
