Nineteen players will travel to Leuven following a training camp at Oriam, commencing on Wednesday, 5 April.
Introduced into the squad and aiming for their first caps are Celtic’s Kelly Clark and Hibernian’s Lucy Graham, with Lee Alexander also hoping for her first appearance having been involved with the squad at the Cyprus Cup.
Signeul will be without Kim Little, Rachel Corsie, Joelle Murray, Jenny Beattie, Hayley Lauder, Jo Love and Rachel McLauchlan who are carrying injuries.
Emma Mitchell has sustained a hamstring muscle injury and is expected to be out for three to four months.
Erin Cuthbert is playing for Scotland Under-19s in the Elite Round matches against Republic of Ireland, Finland and Ukraine at the start of April in Belfast.
Scotland’s opponents Belgium were also involved at n the Cyprus Cup, finishing two spots behind Scotland’s fifth place finish.
They are also ranked two places behind Scotland in the world rankings in 23rd place and drew 1-1 against England last year.
Anna Signeul told scottishfa.co.uk: “Belgium are a good side who we watched at the Cyprus Cup and they are close to us in the rankings so it’s another test for us and allows us to try some new things.
“It is unfortunate to see so many players unavailable through injury but some of them are just precautionary as there is a hectic couple of months coming up.
“It is a chance for some of the younger players to come to the fore and stake their claim.
“We’re disappointed for Emma Mitchell who has picked up a hamstring injury but we’re hopeful she’ll be back in time for the Euros.
“We know Arsenal are working hard to get her back to full fitness and we’ll be supporting them as much as we can to help her.”
