Beth England gave the hosts an 8th minute lead over Norway but that was cancelled out in the second half with an own-goal.
The game then went to a shoot-out and England won that 3-1, an outcome that will come into play only if teams are tied in the table at the end of the tournament.
The USA had earlier run our 3-1 winners over a youthful Sweden, aided by a Savannah Jordan brace in the first 23 minutes.
Toni Payne further extended the lead on 53 minutes, with Olivia Welin getting a consolation for the Swedes.
Saturday’s second round of games sees the USA play Norway at noon, with England playing Sweden at 5pm.
All games are at St.George’s Park but played behind closed doors.
