A crowd of 273 braved the elements to see a well-taken Amie Fleming goal, struck from outside the box and going in off the bar, give Rovers the advantage at half time.
Hill bravely denied Gemma Watson by saving at her feet but Preston did equalise after a great through ball by Lagan Makin allowed Yasmine Swarbrick to squeeze the ball past the keeper.
Preston then had the chance to take the lead on 75 minutes but Natasha Flint put the penalty wide.
Then 2 minutes later, Saffron Jordan was played in to finish with composure and clinch the Mercure Dunkenhalgh Challenge Trophy.
