Niamh Charles gave the Young Lionesses a great start with a goal after 8 minutes from a ball by Alessia Russo but it came just moments after Ingrid Olsen hit the woodwork for Norway.
Five minutes later and England were saved again by the woodwork as Frida Maanum was denied this time.
But the scores were levelled on 52 minutes as Sophie Haug struck for the Norwegians, who had earlier lost 3-2 to England in the group stage.
However, John Griffiths’ side took just 5 minutes to reply and it was Charles again on target to complete her brace, with Many Cain providing the assist.
Germany and Spain will also represent Europe at the World Cup, having reached the EURO finals, which is live on Eurosport at 6pm this evening.
