The Lionesses needed a point from their final Group B match in Czech Republic to reach the last four.
But, in a contest delayed by four hours due to heavy rainfall, first-half goals from Jenny Kristine Rosholm Olsen and Malin Sunde sent Norway through at England’s expense.
Norway took the lead after eight minutes when Olsen latched onto Olaug Tvedten’s through pass and nestled a fine finish into the bottom left-hand corner.
Olsen was twice denied the chance to double her team’s lead in the opening 30 minutes with two headers that were comfortably dealt with by keeper Hannah Hampton.
Those chances came either side of a long-range effort from Lauren Hemp at the other end, who tested the handling of Karen Oline Sneve.
Norway did eventually make it 2-0 seven minutes before the interval when Sunde rose to head in Tvedten’s cross.
With it all to do, coach John Griffiths rolled the dice with a double change at the interval and the Lionesses responded superbly.
Aimee Palmer and captain Lauren Hemp both went close within the 10 minutes of the restart.
Esme Morgan then forced an important save from Sneve with a header just past the hour-mark.
Emily Syme saw a shot blocked with 10 minutes remaining as the Lionesses continued to pile on the pressure.
There were further chances in the dying seconds for Hemp and substitute Ella Rutherford, but England could find no way through and suffered elimination.
