Jess McKay gave Luton the lead at Norwich but the Canaries were level on 41 minutes through Ebony Wiseman.
The hosts went 2-1 up on 58 minutes, Wiseman on target a second time, to see City finish outside the bottom two at the expense of Stevenage.
Pollock Treble For Pilgrims
The first of Amber Pollock’s hat-trick for Plymouth set Argyle on the way to a 6-0 victory at Basingstoke, with Rebecca Dandridge and Zoe Cunningham adding one each shortly before the interval.
Jessie Boston made it 4-0 on 55 minutes and Pollock struck twice more in the final 10 minutes with the South West runners-up.
