Spain and Belgium had beaten both Hungary and Russia before their group decider.
Lucia Garcia broke the deadlock for the Spanish 3 minutes into the second half, with substitute Natalia Ramos soon extending their lead.
Garcia doubled her tally before Spain were reduced to ten players in the 80th minute, with a straight red card for Aitana Bonmati.
Belgium could only make their numerical advantage pay once, with Elena Dhont scoring 2 minutes into added time.
Germany host the last Elite Round mini-tournament from 7-12 June, with Iceland, Poland and Switzerland their competitors.
The eight-team finals are being held in Northern Ireland from 8-20 August, where the hosts will take part, along with the best Elite Round runner-up.
