Second-placed Leeds City had been level on points with Clifton but with their fixtures completed and goal-difference far inferior, their challenge was already over.
Skipton are one of only two sides to have beaten Clifton so far this term, the other a surprise early season loss at Amaranth, who are now bottom of the table.
Clifton finished high enough in their first campaign to be promoted but their second successive elevation comes as champions and with two games still to play.
